The Military Town project is being implemented as a public–private partnership (PPP), with a company belonging to the Eika Group committing to build the necessary infrastructure within three years at its own expense and then to manage it for 12 years in return for a fee. The 7.8 ha town in Šiauliai will house the Duke Margiris Infantry Battalion of the Žemaitija Brigade. The site will include administrative and special-purpose buildings such as barracks, canteen, headquarters, medical centre, sports facilities and barrack squares. Technical buildings will also be constructed: warehouses, garages, a petrol station, a car wash and an equipment shelter, as well as a parade ground, technical areas and car parks. The construction of the military bases will start in October 2022 and the project will be implemented by Partnerystės projektai keturi and Samogitia miestelis, companies belonging to Eika.
UAB Partnerystės projektai keturi has issued a three-year EUR 8 million bond to finance the project. Luminor Bank has arranged the placement of this issue, which will be listed on the Nasdaq stock exchange.
